Rusal is planning to restart its shuttered alumina plants, but is not planning to reopen them. They mainly export alumina from China.
There are no bauxite plants in the Middle East and other places but they would like to have alumina and bauxite.
Rusal, which imports $300m a year of Chinese raw materials and exports almost none to China, has a co-operation agreement with chinalco.
